PhilosiJack is the name given to an image of Applejack from the My Little Pony: Friendship is Magic episode "The Sisterhooves Social"
It comes from a scene in which Applejack is trying to give Rarity some advice on how to be a better sister. At around 15:37 into the episode, she takes on that pose whilst trying to think of something to say.
Her pose and facial expression is similar to that of the Philosiraptor.
