Origin
The Pricemaster is a multi-part video posted in February 12, 2008 and in it's united version on December 7, 2014 at his Youtube channel named as the already cited: The Pricemaster
There are two quotations on the beginning of the video from Marshall McLuhan of his book The medium is the message and it reads: "Environments are not passive wrappings, but are, rather, active processes which are invisible. The groundrules, pervasive structure, and over-all patterns of environments elude easy perception. Anti-environments, or counter situations made by artists, provide means of direct attention and enable us to see and understand more clearly." and "“Humor as a system of communications and as a probe of our environment--of what's really going on--affords us our most appealing anti-environmental tool. It does not deal in theory, but in immediate experience, and is often the best guide to changing perceptions.”
Basically, the video involves a masked guy talking absurd prices at a garage sale.
Memes
The video getting kinda famous on Youtube yielded some small memes like:

It got known on Twitter when a guy posted about it on December 27, 2022 @drewcoffman
Video essay and information about the guy
A channel named Seth Loves to Talk made a small video research about the video and the guy on using that mask. He posted an update at a comment on this video that Nathan Austin (the guy on the mask) passed away in 2022.
Seth Loves to Talk: "Sad update:Nathan Austin passed away in 2022. I had seen the news report but couldn’t verify at the time whether it was this Nathan Austin. My friend confirmed though that his obituary mentions The PriceMaster as his most recognizable work.
Nathan’s obituary asks for donations to your favorite charity instead of flowers. I’ve donated $50 to the North Texas Public Broadcasting Inc in Nathan’s name, and encourage you to give to whatever charity you’d like."
