To all who are confused, the practice is called "Manner Hand". Yeah, literally. That's what it's called.

To give you a short version, it originated from South Korea and it is to prevent any possible misunderstanding that the female may interpret from physical contact, which may end up badly for male if she decides to sue for sexual harassment. This practice is more frequently observed between male-female acquaintances from the male side.

Sure, those from America/European think that is a strange gesture, but considering how extreme Korean feminism can get, it's the least they could do to minimize damage.
