Discussing race in Stone Ocean is almost pointless because Pucci is from an entirely Italian family but is somehow super dark skinned anyways yet also doesn't attract the hatred of the KKK for no discernible reason despite them attacking Weather because "his father must have been black". Araki, while still far ahead of basically every other Japanese mangaka at the time in terms of understanding different races, still made some weird mistakes. Like, yeah, Hermes is stated to be of Mexican heritage, not African-American like many people think, but her sister, similar to the difference between Pucci and Weather Report, look nothing alike. This picture doesn't fully do it justice, since in the manga she's blond hair, blue eyes, with a hair type nothing like her sister's.
TL:DR Yes, artists misconstrue certain character's races in SO, but since Araki was never good about it in the first place and made it so fucking confusing, I can't really blame them. It's far too easy to think that, say, Pucci is black when he's not. At this point, you really just have to live and let live with it.
