That was part of the reason people were so upset, because they knew it was going to be something like that, despite them saying "No, I promise you that's the real captain america, and he's not under mind control." It was hamfisted, stupid, bad writing, and honestly making him a member of hydra, what's essentially a neo nazi organization, was just proof that the guy writing the thing had ZERO understanding of captain america.

Also later on, he wrote a comic about a team of SJW college students as the bad guys, because that's subtle.

I swear to god, I don't know WHAT the fuck is going on at marvel comics but somehow detective comics comics ended up making the FLINSTONES into a dark reboot without overdoing it or taking the political and social commentary too far. Yes it was a tad bit obvious, but it was handled in a good manner.

And then the movies are the complete opposite? Because I have no fucking idea what's going on anymore.
