The fanart was insipred by certain part of the Rockman Exe manga, by Ryo Takamisaki, in which in the fight betweenn Rockman and Protoman/Blues Megaman used a new poweful attack that kind of looked like Yusuke Urameshi Reigan or Spirit Gun, although Rockman called it Finger Cannon. Yusuke is the main character on the Yu Yu Hakusho anime and manga. More details and far better detailed and resolution version of the image in the source.
