I don't think it's whether or not there is any cleavage, but if there is any breasts at all. The reason it looks like a man is because there is little to no physical characteristics that identify her as a female. If you put a hammer in the hands of the new She-ra, they would just look like Boy-Thor or just a very effeminate male. The best you can do is a female child or teen, but even then with a few of the other physical characteristics such as arm width and shoulder width, they would still look male to a extent.
