Absolutely. If you try to win by attacking, he takes a ton of hits. If you try to win passively. You gotta try and keep Ralsei alive or have healing items on hand to get him back up later. Add this to the fact that many of his harder hitting attacks have very wild patterns that make dodging difficult.
