It's not a claim so much that if you straight up talk to Noelle, she asks about Susie very flustered, is happy if you say "Susie is nice", and her own father just says "If you like her, just talk to her".

I'm not saying that Noelle WILL become a couple with Susie, just that if you play the epilogue and talk to said characters, it strongly hints that Noelle has a crush on Susie. Play the epilogue again if you don't believe me.
