Er, no. I believe this particular interview had him specifically praising Castro and the like, explicitly referencing "Bread lines". 1985 "The Soviet Union is still a thing" breadlines.

This is about the time that the West started to see how much of a failure the USSR was, and breadlines where all over the news (as hinted at in the quote). Bernie here is saying how GREAT Soviet rationing is and how it represents prosperity instead of massive failure on the system's part.

This has nothing to do with food pantries or donations, even ignoring the historical context.
