1. During this story she’s in Pakistan with her family and doesn’t have her costume.

2. This is actually an older story for her. This is where she meets the Red Dagger.

Her costume hasn’t changed. Even in a current storyline where she’s Spider-Man, her original costume is still there.

I don't think this is here new costume, just a I need a quick disguise to save some lives costume, after all she is missing the lighting bolt.
Spiderman has done so several times before, even to the point of a paper bag for a mask.
