Funnily enough, Donald Glover (Gambino) said that the song was "up to people's interpretation", so people saying it is either about black on black crime or about Republicans and mass shooting handling are technically both correct. I guess his point was less about "who" and more about the subject of gun violence in general. I respect that, honestly.

This is a gross-oversimplification of the issue. It's not blaming whites as individuals its blaming systemic and institutional racism. And blacks didn't have a hand in creating that.
