With China, it should be "People's" in quotes and not "Republic." They are a republic in the broadest sense, that being a nation with a president as head of state instead of a monarch. But it is most definitely not a government of, by, and for the people.
With North Korea, though, yeah, they are nominally a republic but in practice are an absolute monarchy, with power being strictly hereditary and vested solely in the current head of the Kim family.
