You're not meant to have She-Hulk as muscular as Hulk. That's the point of her character.

She's a lot less stronger and powerful when compared tot he regular Hulk, but in the flipside having her complete control of her powers and emotions. That's the major point of her creation.

It looks like Marvel Comics could become worse.
