Yeah, pretty much, except he also talks a lot more and plays a small part in the story beyond just supplying Ethan with stuff. Dude has a friendly, positive, motivational personality, too. Even at the beginning when Ethan distrusts him he still acts like a total bro. He's also apparently a great cook, as Ethan can hunt for animals and give their meat to him so he can make meals that boost Ethan's performance.

Oh, and did I mention that he straight up knows the merchant from RE4? The Duke is awesome.
