Most of his works are pastiches, mocking more serious and traditional political comics panicking about the state of America. None of them should be taken at face value.

So the actual message would actually be closer to "this is what traditional conservatives with a stick up their ass think will happen if we do legalize drugs. The worse that could happen is that the cops won't work as hard". The actual reason why everyone is sad in it isn't because of drugged criminals, but because crime dramas are cancelled, as the journal says.
