The Emperor created the Primarchs in his own image right? Yup. So, the Emperor and the Primarchs share a lot of character traits. Yup. And some Primarches are depicted as truly loving their sons. That makes sense to me. So it's conceivable that the Emperor loved (most of) his sons. No he's a heartless a------.
