its talking about the tv features. Most people in Europe don’t have cable boxes because they’re built into their tv’s so therefore, there’s no place to plug the xbox in. Not to mention it probably won’t work with certain cable providers or satellite or if you don’t have any kind of tv package at all. Not to mention Microsoft is notorious for not making some of its xbox features available outside 'Murica
