Big Rigs is just flat out unfinished. If I had to guess, like with what Yahtzee said, the devs for Ride to Hell might have intended for it to be open-world and nonlinear at one point. For instance, they went through the trouble of modeling an entire city, but there's invisible walls blocking you from almost all of it. It's as if somebody came in one day and said "QUICK! We have to ship in two weeks! Give us something, anything!" and the devs had to rush together a half-assed product so that their publisher didn't pull the plug.
