But that's not a bad thing at all! Some legendaries have backstories or "purposes", and others do not, but they're all legendaries in the end, and they're awesome.

For example, things like Genesect or Mewtwo don't really have a god-like meaning behind them, except the concept of humans playing to be god. And heatran, well, he has as much of a backstory as the legendary birds do.
