The name of this perk is Thought You Died.

ok so I looked at the issue here. Bethesda technically didn't make Fallout. It was a company called Interplay Entertainment. They made the original 1&2. but due to them going bankrupt they sold the rights to Bethesda.

But Interplay tried to weasel themselves into allowing them to make a Fallout MMO (Bethesda told them no)

Through all this Interplay said the orignal contract is VOIDED and because of this means Fallout will revert to Interplay eventually.

BUT! after all the super long legal battle that has only been settled in 2013. Bethesda agreed to giving 2 Million dollars Interplay gave to them full rights for Fallout Online. Interplay's rights to sell and merchandise Fallout, Fallout 2 and Fallout Tactics: Brotherhood of Steel expired on December 31, 2013.

TLDR; Original Owners Interplay fought over and over with Bethesda over who and what and how up all the way to 2014.
