Correct, Chris was from Vault 34 and was responsible for maintenance of the nuclear reactor in the vault, however one day the reactor malfunctions and Chris thought he got so irradiated that he became a ghoul, so he left the vault. This caused the reactor keep deteriorating and eventually irradiated everyone left in the vault after the boomers left, this was because Chris was the only technician who was supposed to work on the reactor.
