This rage face comes from a catalan TV programme called Crackovia. Is played by Carlos Latre, a comedian, it represents Josep Lluis Nuñez, an ex-president of Football Club Barcelona, known for being stingy, and now for being one of the famous characters in this progamme.

Definitely a meme in Spain, I live here, so trust me, it may not have that many appereances (since spain is way smaller than the USA, so local memes get way less replications that global ones), but it is quite common at cuantocabron, where it has its own section and it is quite known. Many people in Spain will think of this meme if you say “It’s free”.
