The girl in the OP pic (a government official and raging otaku) is having a nerdgasm moment due to seeing the above wizard girl being a top royal court mage in the magical fantasy world she comes from (the manga is a Reverse Isekai).

Also, OP, you could have saved me a lot of time by stating the source of your pic is from Chapter 99, as I had skimmed through the entire manga up until that point searching for your pic. That time could have been used procrastinating in a slightly different manner.
