It's a Sailor moon Live action show akin to Power Rangers (aka Super Sentai)

In fact, some of the monsters in the Sailor Moon show were reused and altered costumes of monsters from Bakuryuu Sentai Abaranger.

It was never released in the US, but I think episodes are still on Youtube
