I wouldn't call it hypocrisy. Other than "equalizing" everyone, Amon never used his bending for personal gain. Just as Tarlokk said, he really did believe that bending was an evil thing.

I think Full Metal Alchemist had a character like that. He hated alchemy and those who used it, but used it himself as a means to an end.

For Starlight, we're still not sure how genuine she is about it. It'll depend a lot on what her backstory is, which really seems like they're waiting to use in a different episode, with how heavy the last few minutes was with "She's totally coming back".
