Why is a certain meme not confirmed yet?

There a lot of true memes in the submissions, section. We know that. But KYM will not confirm a meme until the article is complete. So, don't worry. KYM is not denying the existence of that meme, its just that the article is as of yet unfinished. So please, be patient. Saying +1 confirm will not speed up the process either.

I think it has something to do with laziness, no proper researching knowledge, and having absolutely no info to go on from where you left. Mostly having to do with the first, forcing the Community Managers and the Entry Mods to do all the work which is rather disappointing.

To complete what Jostin Asuncion accurately and rightfully said, there is also the fact that the editorship tool is in place, but relatively few people seem to know about it, or simply realize its existence or even its use on the site.

Entry Mods and Community Managers aren't your slaves. We are more than happy to help when an entry deserves it but that's not a reason to barely write anything in it.

So now, thanks to Watcher, you are warned.

One of the Memes that I've always thought needs to be confirmed would be Ran Ran Ru. It's still a popular YouTube fad to this day, and it's one of the oldest unconfirmed Memes in the KYM Database.

Ran Ran Ru (らんらんるー) has already been confirmed in the past but it was taken back to submissions because of some errors in the article (like how the entry was stating as if the meme revolved around the U.N. Owen Was Her? song when in fact it revolves around remixing Japanese McDonald's commercials).

Don't worry though; Tomberry has set to fix the problem with the help of our local Japanese meme researching experts from the Japanese Memes thread.

these are a few examples of non-memes I found on the website. It is true not all memes originate on /b, in fact I would say that the majority of memes actually originate on SA or E-baumsworld and other various forums.

However much of the content appears to be youtube related (in the sense of a viral video) and Net lingo, which in its own right is not memetic but rather jargon.
Perhaps you should consider taking these things out or making separate categories for them.
