I busted out laughing when the reporter added he was banned for life from the marina.

I lived on GI once. About once a year a body would wash up in the area where the dotted line ends. And there was the briefcase with the severed hands. They found that body about five years later in an oil drum somewhere upstate. The guy was a missing mafia member.

I guess what I am saying is, the kid got really lucky he was rescued.
