Sure, why not? As this is one of the most famous ads in internet history and we already have entries about other ads, i don't see why there shouldn't be an entry about this one.

Is this just the one that says "congratulations, you won." out loud?
Or does it include those obvious scams that say you've "won" since you're the millionth visitor or something, generally in all caps, comic sans, and seizure inducing rapidly changing bold colors for the text and background?

I actually miss these things. Nowadays you have to watch a whole commercial just to access certain pages. And it's usually something you're not likely to want or need, like some shady life insurance policy.

Any of them that relate to winning a prize but is actually a virus.

How would y'all feel if we made an "internet advertisement" category and documented some of the more memorable examples, like those minigame ads that were big back in 2007-09? Examples include "Punch Out Osama Bin Laden" and "Help Bush Out-lift Arnold."
