SICP is an MIT computer science textbook, first published in 1979, that's considered something of a classic in computer science circles, at least insofar as a computer science textbook can be considered classic. It's notable (at least insofar as a computer science textbook can be notable) not only for its revolutionary approach to computer science education, but also for its eccentric style of writing, with comparisons between the esoteric-yet-practical knowledge of computer scientists to a wizard's magic throughout, including an image of a medieval alchemist or magus on the cover, earning it the nickname of "The Wizard Book". It's been a source of memes for some time now, especially on the 4chan boards /g/, /jp/, and, back when it existed, the dis.4chan board /prog/.
One common expression of this meme involves taking a picture of an anime girl holding a book and photoshopping the book's cover onto the book in the picture, in a similar manner to Anzu Futaba's Candy Island album cover (which probably deserves its own page too, or at least a mention on the main Idolmaster page, but that's another thread).

The book is often associated with Patchouli Knowledge from the Touhou games, presumably due to her characterization as a skilled and knowledgeable magician and avid reader of esoteric magical texts.
