I have had no luck finding this meme but it's this gif of a black woman (who?) in a room and there's people around her and she reaches out to feel the interesting looking (feathery?) clothing of a woman on the left side of the gif frame, and she's super delighted about it and does this funny wave of her hand before continuing on?
