Is there any good reasons behind it or is it just a glitch?

It makes sense, considering the fact you're replying to a user that isn't even there anymore.
Not really… Because quote is not equal to respond. Even they are deactivated we should be able to quote their post. We can sentence by sentence with "blockquote" code whatsoever. What is the good reason to not have a quote button on deactivated users for?
It could be because the quote button was made like a reply button in mind.
If I remember correctly quoting a post involves referencing the account or the account's post history, which technically doesn't exist anymore, so it returns as an error. I don't think it's an issue within our control.

As a temporary fix, you can used blockquote along with Copy and Paste.
