The original language of this is Swedish. The meme seems to have originated on June 19, 2010. Fuldans is originally a song about how the singer can only dance like a fool. It has now become an interactive website where you can upload a person's photograph and submit their face so that hey are doing the dance themselves. There are also options where you can pick the dancer's name, what their outfit is, and the most amusing part is that you can change their dance and make many different dance combinations. This is becoming slightly common between forums.
