Phone guy is a name given by the community to a recurring character in the Five nights at Freddy's series made by Scott Cawton.

At the beginning of most nights from the games you get a phone call from him, usually starting with "Hello Hello?"

On night 1 and the first half of night 2's phone call in Five nights at Freddy's 3 you hear from Phone dude, a more hip sounding phone guy .
