They wanted to make another "evil" version of Twilight Sparkle, so they made Starlight vaguely resemble Twilight.

It's kind of like how Pinkie Pie and Cheese Sandwich have the same hairstyle. Does that make them related? No…

Additionally, have we learned nothing from the Octavia/Marble Pie debacle? We should be careful about extrapolating relationships.
