I think they're originally more bird-like actually. Though, it does change a lot. Like what parts are bird and what parts are human, while some stories just leave them as purely human maidens that sing.

Though, still a bit far from horse-fish. Then again, changelings are a bit of a far cry from the actual creatures too.
