Seriously, Roz was a deep undercover agent placed to root out corruption and trans species exploitation and murder. She's a competent operative who has been given a huge responsibility. Basically, everything trigglypuff thinks she is but isn't.

Oddly enough Roz has more of a neck than Trigglypuff.
