My best guess is that Araki dropped the idea of it being Josuke from the future at some point.

Killer queen would most likely be able to have an ability to travel back in time, and Josuke would end up thrown back into the past after getting badly hurt. He would recognize the location and help push the car. So i guess Araki decided against it and made Killer queen's bite the dust a Groundhog day instead.

I mean, there's no reason to make the guy pushing the car all bloody and hurt.
