They based their algorithms based upon their previously created game which had a similar system of exploring the world and the game taking place within it. They based these hotspots by cell phone usage mapping. Thus more pokemon and more poke-stops around places where people would use their cellphones a lot. They also placed special markers for historically significant buildings.

Pokemon like to gather where they can save money and live better.
