I-Is that a rape whistle?

Due to a case of temporary insanity, I decided to delve into Deviantart to determine what the fuck was up with this picture. All I could find was the following:

• The Kirlia is an OC of another DA user, who has apparently gotten this same Kirlia in this same outfit drawn several different times by several different artists.
• The whistle, thankfully, is apparently not a rape whistle, but just a whistle she carries in case she gets lost while exploring.
• However, the commissioner refuses to explain what the lock is about, despite having been asked several times.

In other words, I wasted several minutes researching something trivial.
