Well, according to TV Tropes, it's a reference to the old Betty Boop Bimbo cartoon "Swing You Sinners". Cagney Carnation is moving his hands in an identical fashion to one of the ghosts. And also, the plot of the game is essentially an homage to "Swing You Sinners". But here, just watch for yourself:
