Correct me if I’m wrong, but I don’t think that’s what the law states. I think it’s not allowed to harm others when using their Quirk, that’s why Deku, Iida and Todoroki got in trouble from the police by harming Stain. But as shown in various chapters of Vigilante: My Hero Academia Illegals, you can use your Quirk passively without repercussion or to save lives if no other hero is around.
