Anime / Manga - Japan vs The world

I remember when I read this in the manga and I thought "man, this needs an anime so more people can know about this shit".

Anyway, this sucks for japanese players. I think I've heard they also do this to disencourage people from buying foreign products and keep on supporting the local industry. But then again, if the local shit does nothing to you, you'll have to pay extra to have the shit you really want in a language you can understand. And as far as I know this doesn't happen with western shows or movies, why with video games?

Did some text get lost between the second and third panels, or is she saying that guns are sometimes the protagonists?
