Thing is, suicide moves are already advantageous even after getting nerfed this way.

Say, you have 2 stocks and 90% damage and the opponent has 1 stock and 5% damage, and you are using a character with suicide move. Easy: just set them up for the suicide and lose a stock, then they lose their only remaining one and you win easy, despite damage differences. normally making it an even scenario.

It is only logical that they get nerfed then, since they already give you a nasty advantage if you are even a little slightly ahead of the curve with these characters; they do not need to also have them be an option in 1-to-1 stock instances on top of that. You could hipothetically just use nothing but suicide moves and their respective set-up and ignore everything else gameplay-wise, not unlike killing a character from 0% out of a broken combo play.
