I guess it makes sense, fences usually invoke thoughts of restrictions and danger and, regardless of which side you're on, it's scary either way. If you're inclosed within the danger, you have no way out despite being able to see safety within your reach. If you're closed off from the danger, being able to see that danger makes you paranoic that perhaps the fence won't be enough to hold it off. Plus, the feeling of being closed off from something feels kinda offputting by itself already, danger only makes it worse.
Or something like that, I'm guessing. I dunno, I'm no scientist.
