Also important to add:
-"This peace is what all true warriors strive for!" Reflects an understanding that ruling in peace is greater than dealing with the horror of war even if it brings you glory, and that constantly focusing on your enemies ("I just wonder what Ganon's up to!") can disrupt that.

-"Duke Onkold is under attack by the evil forces of Ganon! I'm going to Gamelon to aid him." Despite his preference for peace, when an ally is in danger, he is willing to lead the charge to defend them instead of just sending troops. A real morale-booster for the army when the commander in chief is right there with them.

-"Enough. My ship sails in the morning." Resolute and firm in his decisions, no flip flopping bullshit with this king.

-"After you've scrubbed all the floors in Hyrule, then we can talk about mercy!" Despite his ally's betrayal of him (spoilers for Wand of Gamelon I guess?), Harkinian is more than willing to punish them without resorting to the death penalty or stripping him of his dukedom, preserving diplomatic ties with Gamelon and giving him a chance of redemption.

King Harkinian is the one of the best rulers Hyrule ever had. Hail to the king, baby.

Let me explain one of the reasons why King Harkinian is such a good guy.
The classic line "I wonder what's for dinner?" implies that the King trusts his chef and gives full freedom to prepare whatever they want. Something kings rarely did, as they were very selective.
