Well its two main factors. Both are political shit holes full of corrupt assholes. And both have cast type systems that keep most of their population poor and uneducated which are easier to control.
I doubt western trash is in any way a deciding factor in that, and besides they choose to allow it. Blaming it all on ebil westerners is rather condescending of you. I'm not saying that kind of thinking is racist though it totally is, but it's terrible to imply that Asian people have no agency at all.
It's also interesting that you blame "ultra-capitalism" for Chinese pollution, doubly so considering that communism was responsible for one of the worst environmental disasters in history like ruining a whole inland sea and flooding half of Europe with radiation.
