I like that Dio's a bad guy through and through and not muddled with some Freudian excuse of a motivation like so many other shonen villains. At any point during the story, he could have changed his ways.
He escaped poverty by being adopted into a wealthy loving family, graduating to become a lawyer, but he always chose "Fuck It, that ain't me. I'll take everything because I just want to". It feels strangely honest and its pretty refreshing to see a villain that has come to terms with himself.
His first action after becoming immortal (besides Jonathan) was to go full Dracula with a kickass castle and army of vampires tormenting nearby villagers.
I'm reminded of Jojo's arc words that "Stand Users are drawn together by fate" because it makes the conflicts feel like "What happens when an Unstoppable Force meets an Unmovable Object?"
