I'm not sure if you meant that as an ironic statement or not, but the ~50 years they were here in the estern block, that's pretty much what they did on the regular. Not as much the mass killing more like the midnight stopping by and kindnappings – unless it was a protest, which also happened quite a few times, they weren't icky about giving orders to shoot in the crowds.
