Dalmatians push her mother off a cliff in the movie and also eat her mother's necklace.

Thing is, she also is shown getting over her issues as well as giving Pongo and Perdita, the two parent dalmatians, to Roger and Anita. So, either it's not a prequel showing how Cruella came to be like it was advertised and is instead a mediocre original story wearing the skin of 101 Dalmatians (oddly appropriate), or she goes completely insane after the film ends
